I just bought a turbo wagon and was wondering if the 3 problems I am having are all related to the in tank fuel pump.

1. The main pump is very loud and is brand new.
2. The car has a very hard time starting when cold.
3. Sputters during heavy acceleration.

Try not to laugh too hard at this next question, but when I am testing the pre pump at the fuse panel, where do I point the dial on my multimeter. Thanks.
