driving with headlights is a problem 700 1991

I have two problems but trying to find out if they are connected - RPM needle is surging up and down, especially when i start, the needle drops low (400 or so) then surges up at around 1100, then drops again, surges again, on & on. The car stalls once in a while, I just restart and drive on. However, at night, with the lights on, after driving for 15-20 minutes, RPM keep dropping lower and lower, until the car just stalls, so I have to keep the car in neutral at each light or stop - apparently it prevents the drop in RPM. Is there a relation betwen the two problems?
