Failed Emissions Test - Questions 200

I just took my 264 in for inspection here in Arizona and I was told it failed the air system part of the test.

This vehicle has a newly rebuilt B21 with the k-jet and they did a visual and said the air system was missing. Do they even know where to look on this vehicle? Did it have one (smog pump)? I am told it has to conform to the standards of the vehicle when it was new, ie, with the crappy B27 engine in it. I noticed all of the other cars were placed on this thing and their cars were revved up to test for emissions and they did not do this with mine. Here is a picture of the engine in it. Anyone see anything missing or can someone give me some pointers? Thanks
