confusing FI relay diagnosis on turbo 700 1988

OK, I'm confused. I've read all the items on the FAQ board and two manuals. 740 turbo won't start intermitantly. Fuel pumps don't start with ignition to "on" position. jump the second relay pins and both pumps crank up even with the ignition off (FAQ board says it should not). Car won't start but as soon as i jump the relay and the pumps presurize,I can remove jumper and replace the relay- then my brick starts and keeps running.

Haynes says there is some kind of related pressure switch on the turbo under dash but I can't find it. I have had the FI relay apart and it looks fine and seems to work fine (except second relay must not actuate when car is failing) Can anyone sort this out?
