15 volts battery gauge 10volts ? 700

My 740 1987 - the dash volt meter shows 10-12 volts while the battery shows 15 volts charge , engine running. battery 12.5 engine not running. What is going on ? gauge should show 15 volts? if battery is voltmeter is 15 volts? Dash gauge bad? It does move up and down, very slow. Do headlights on change the charging rate?
