headlights stay on when starter engaged with ignition key switch 700 1986

1986 740 sedan

You already know the headlight switch can be left on all the time, the lights go off when the ignition is turned off. On my 1988 740 wagon and 87 740 sedan, the lights go off when the starter is engaged. On this 1986 740 sedan, the headlights stay on when starter is engaged. I presume that isn't right.

The question is: What controls this?

Is it the ignition key switch directly, or some relay?

Not sure if this is related, but the headlights stay on for a "long second" after ignition is shut off on this 86 740. On the 88 and 87 they go out nearly immediately.
