Cold weather brings out the worst in my car! 200 1990

Now that the weather is getting colder my 240 decided to act up.In the morning on start up it starts but sputters as if it were running on 2 or 3 cylinders. Once it warms up all is fine. Also the steering is super stiff for the first 3 to 4 minutes. Once it warms up it too is normal.I recently changed the spark plugs and was thing about getting a new set of wires.Do you think it could be a FPR problem?And how do I resolve this tight steerinf wheel?I thought Volvos were cold weather cars.I need to fix this before it Really gets cold!
