cabin heater control valve - won't work 900 1991

I have recently noticed that when I turn the knob to direct the hot air onto my feet, the air never blows out of those vents. The air will blow from the dash vents and all other vents; just not on my feet.

I am assuming this is a vacuum leak problem in the vent controller. Is this right? Is it an easy fix? Any suggestion for where to begin or what to look for?
