intermitant no ignition/start problems 700 1990

It's a 740 GLE 1990 wagon. Car runs fantastically, lately though,on ocassion, when you turn the key, nothing happens.
Had a Volvo dealer look at it, of course it started fine when there, and they checked out electrical and replaced a Volvo battery that was two years old. They said it had two bad cells. Two days later the car would not start.
Each time this has happened, I have turned the drivers steering wheel to lock, with the key out, put the key back in, and the car starts. Sometimes I might have to try several times, but it starts.But not always , that is why it went to the dealer.

When you turn the key, you can hear the starter motor turn, and the fuel pump relay engage, but nothing else happens.

Any ideas would be welcome.
