I didn't use a torque wqrench, just an uncalibrated "that's about enough" hand approach. But they certainly don't rotate, they are locked in position. Any fore/aft angular movement is accounted for by the forward links, they can just pivot forward and backward as needed. I'd think that with the u-bolt slipping on the axle that it would wear and sooner or later something will get loose and break, probably the u-bolt.
My sway bar kit didn't come with the reinforcing plates for some reason, and I initially installed it straight onto those underseat pans. One side lasted all of a week, and the other side a week after I patched that. I just welded in a diagonal shallow channel steel brace, running diagonally from the crossmember at the front of the seat the the rear subframe, sort of along an existing crease in the sheet metal. I welded it securely on the ends, and tacked it to the pan along the lenght. And they've held up for years so far. I've had to reinforce one of the front mounts so far too, but that's more due to rust than overstress from the new bar.
If it weren't for my MIG welder, I think my car would be in several pieces by now...
