license plate light question 200 1989

I wonder if anyone can help me troublesoot this problem:

Both license plate lamps on my '89 240 wagon are out ... so today I tried to replace them. I got the lens assemblies off just fine and replaced the bulbs, but .. nothing.

Thinking the fuse might be shot, I replaced, but still nothing. I noticed that the parking lights that are operated by the same fuse as operates the plate lights are running, so the problem shouldn't be fuse related. One thing I did notice is that on the driver's side light assembly, there is a black wire with a crimped connector coming out of the sleeve that feeds the other wires to the lamp assembly that doesn't seem to have anything onto which to connect. COult this be my culprit?

I actually got a fix-it ticket the other day for this very problem and time is running out before i have to go to the police and show them that I fixed the problem. So any help would be greatly appreciated.
