Fuel Delivery Buzz 200

84 245Ti, 250K miles. Today when I shut it off I heard a buzzing sound around the fuel distributor (when motor is stopped/ignition is off). There is a wire leading to an electrical component right under the black ribbed-rubber intake bonnet where the buzzing was emanating. I suspect this has something to do with fuel flow, but am not sure and havent had time to consult Bentley.

What I do know is that the car didn't want to start at first, just now. What's that electrical component called and does it affect starting/running?
