It sounds like you're describing the anti-tamper device. Which really doesn't prevent tampering. It just indicates that the cable has been disconnected. Once it's broke, it's broke. And, as rhaire indicates, there's no way for the home mechanic to replace it.
The mechanical speedometer cable has a sort of a twist lock device. Push on, twist and the cable is secure.
If your cable looks like the one in the picture you should be okay. If the twist lock device is what's broken then you'll be buying a new cable.
