'90 740 GL fuel gauge 700 1990

This happened out of nowhere a few days ago. I was filling up my gas tank before I left for a few days vacation - so I wanted to fill up the tank before I parked it.

When I filled up (full), the gauge never started to rise. I mean that it isn't "dead" (i.e., resting on the bar when the car is turned off), but as if I added NO GAS.

So, when I turn on the car, it will still rise, but only a little, like a near empty tank. I double checked to ensure that the tank was full (I filled it up again and only added .2 Gallons).

Do you guys know what's happening? I had purchased another instrument panel from a junkyard (since my odometer works intermittantly), but just been lazy to get around to installing it (or having it installed).

Will putting a different instrument panel fix this issue? And obviously, want to know what is happening to my baby??! :(
