Seized water pump 700

The belt for my water pump and power steering broke with out warning. I happened to have everything to replace all the belts and now I discover the power steering pulley can easily be moved but the water pump will not budge. Seems like the water pump is seized, but I just wanted to make sure that the water pump should easily rotate before I replace it.
