240 System Relay Problem 200 1984

I have two 1984 244 GL's and one refused to start. I traced the problem to the system relay located by the Jetronic brain (passenger side by the door post). The system relay would "click" when the key was turned on however it had water inside and the points were burned. I replaced both the system and fuel relays and now the system relay doesn't "click" when the key is turned on. The only way to get the car to run now is to ground the yellow/red wire that runs from the Jetronic to the system relay and the car starts and runs. QUESTION: Did I miss another relay that could be bad or did the faulty system relay blow the Jetronic controller (gasp).
