Headlights dont work 700 1991

I can turn on the parking lights but if I select headlights all the parking lights, instrument lights etc. go out. I trouble shot the relay by putting a jumper across the two poles as suggested in the maintenence section and the headlights came on. That suggested the relay was bad so I purchased a new relay but itdidn't fix the problem. Grounds look good. Anything else?
