Multiple problems w/240 200 1992

Tail lights, are the left and right sides on different fuses?
Maybe not a short, but an open, probably a common line such as ground.

Screeching could be belt slippage, which means alternator may be slipping , which may mean poor charging. Does it crank slow, or just crank a long time. LOng time cranking indicates lck of fuel. SO could be fuel pressure is falling when not running. Could be a fuel leak or a bad valve (whatever it is called which holds the pressure up when turned off). Think it's in or near the main pump under the car.
