AMM idle setting - no flash 200 1986

Okay, I set-up the LED config in FAQ to adjust the AMM (1986, 240, B230f). (I already set idle speed.) I connected the LED to the test connector (next to IAM's connector) and 12VDC and no flashing. LED appears off. Grounding LED pin = bright.
The AMM on this car had had the pot plug removed so it may have been adjusted before. Any ideas why it wouldn't flash at all? The car runs okay, idles a little rough. It was hoping adjustment would smooth idle.
(Unplugging AMM (car off) made idle much worse.)
