You got it right (the diagnostic part, anyway).
The diagnosis is that the starter motor is OK, the solenoid energizes but
does NOT make contact. (If it did the starter would run about as fast as
the other way).
You need to remove and open up the solenoid and see what the problem is.
Sounds like the contacts are arced to the point that no electricity is
going through them, or else are eroded to the point that they don't touch
at all (which I doubt). Once you get the solenoid fixed, when it "fires
like lightning", the motor will also run and you will have a functional
starter/solenoid combination.
You're off to a good start - don't fade now! The hard part is getting the
washers off the bolt-like contacts.
