Instrument Panel Lights 1800 1970

I can't see my instruments at night. Bad enough on a deserted highway, but impossible in the glare of oncoming traffic. I've already by-passed the rheostat, becasue that was cranky. Is there a cure? Is there a voltage regulator that governs the juice to these bulbs and could be faulty? Is it the fact that they are 30 years old? Can I susbstitute slightly higher wattage bulbs? if so, someone give me a number.

And while I'm back there, is there anything to be done to increase the brightness of the high beam indicator light on the speedometer. Likely the same type of bulb. It's impossible to see in the daytime or twilight, and I've got these Euro Barn Burner 100W high-beam headlights and hate to be drivin' around blinding people. I'm begining to understand why a lot of Japanese cars have the dopey push-pull headlight control. At least you know what "speed" your in.
