What does the 'front muffler' do??? 200 1991

I have a 1991 245 MT with 250k. Lately, the exhaust system was rusted out and starting to make some “noises”. I found out that the rear muffler and the little section of the pipe right after (rear of) the cat have some holes. Now, I know there used be a “front muffler or resonator” right after the cat and someone in the past had replaced it with just a plain pipe.

My question is this. Should I just replace the section of the pipe or put the “front muffler” back in place. ...What are the pros and cons of either way? Better/worse gas mileage? More/less power? Would it affect on the motor?
