1989 245 DL runs rich won't pass emissions? 200

Car has been very good till recently. Has 278K miles on the original drive train & engine. Runs like an older pre-fuel injection car that had the choke stuck on. Above an idle it has plenty of power but is using lots more gas than it use to. Checked the injectors by pulling off each of the wires at an idle and the injectors seem okay. It has a cold start injector under the intake manifold. Could this be stuck open and be the cause of the rich condtion? Has anyone had one of these fail? Any other suggestions as to what could be wrong?
