IAC voltage readings... 700

...after suffering through a car that is idling poorly, then after warmup it idles high, I checked the voltage and resistance readings on the Idle air control valve. The FAQ says 6 to 20 ohms of resistance, and 12 volts while engine is running when a multimeter is applied to the center pin and one outside pin.

The ohms check out, but I only get 12 volts on one side pin and no volts when connected to the middle pin and the other side.

Does this mean the valve is stuck open or closed? Shouldn't it read 12 volts when connected to either side?

Any help is appreciated!!

P.S. the trottle body seems to check out fine, as well.
