Biggest bang for buck 1800

So This summer I am going to do some upgrade to my engine. Either I am going to replace my B18 with a B23FT (I would love the performance but fear the necessary knowledge and modifications)or upgrade to a B20.

If I decide to rebuild, I want to take about $1500 and make the best performance B20 for the money. What upgrades will make the most of my money?

I planned on..

Rebuild to B20 with IPD kit
Buy a Performance Cam
Buy a sport exhaust
Performance lifters

What else??? What would you do if you were me?

My engine has a Weber DGV carb but I still have the old SU's. I also have the dual down pipe.
