The air flow is controlled by vacuum lines. You should check the vacuum line from the back of the air control defrost button to the damper at the windshield vents.I think you might find it either disconnected, cut or blocked. When you switch the air flow from the vents to the floor do you hear and feel the flow switching? You should. If none of the inside dampers are working then check the vacuum line from the manifold to your air flow control panel. Good Luck.
