Manual Air Con switch fails / What is this octopus? 700 1990

On this 740's dashboard there is the manual air con control with three snowflakes on the right and three options for directing the heater control on the left. If switched to the little picture of a windshield, the control gets stuck. I take it apart to find a switch that has colored air tubes going to to it, Pieces of the broken switch fall in and lock it into place. The switch looks like it has a little metal starfish on it. What is this thing and can it be changed out without removing the dashboard?
