tail light problem 1986-740 sedan 700

Just replaced a broken tail light assembly on drivers side. When the lights are not turned on-the brake light doesn't work. when the lights are on the lights work however, when i step on the brake pedal, the brake light on the unit just replaced goes out- take your foot off the brake and it comes back on. Replaced the questionable bulb with the one from the broken unit, that was replaced and the same thing happens.
