Brown (or maybe brown/blue) is +12V. Black is earth. You could always trace the wiring from the dimmer dial to the right of the instrument panel. However, if the rest of your dash lights work (HVAC controls, etc) then the instrument panel bulbs might be just burnt out.
Removing the panel to replace the bulbs takes about 5 min and is very straightforward. Just remember to recall which connectors go where (easy, there are 3 big plugs and 3 or 4 wires with lug connections. Search here for instructions (roughly, remove the 2 gauge blanks or gauges to the right of the panel, pull off the headlight switch and dimmer knobs to the left of the panel, pry off the headlight switch surround, undo the 4 screws (2 per side) holding the panel to the dash, making sure that the steering wheel is straight, pull the panel back to remove it.)
IIRC, the dash lights are the 2 bigger bulbholders (twist to remove) at the top of the panel. If you have a clock on your radio, now might be a good time to replace the big clock on the panel with a big tach sourced from EBay. Now might also be a good time to do the temperature compensation board modification so that you'll have a temperature gauge that reflects the actual engine temp directly rather than one with 3 positions (cold, normal, overheat!).
