Steering Wheel Shakes when I first apply the brakes 92 960 900

The steering wheel shakes when I first apply the brakes. If I push the brake pedal down fast the vibration will diminish almost all together. The brake pedal does not pulsate. The rotors and pads have been replaced. The car drives straight and stops straight. The treadwear on the front tires is even. I jacked up the front of the car and I checked the wheels for any play and there was none. The car has 127,000 mi on it. Could it be the lower control arm strut bar bushings? There are two bushings on each end of the bars. It attaches at the lower control arm and then bolts to the frame. The stabilizer bar (Anti Roll Bar) bushings have been replaced already. All help appreciated.
