What's the voltage dropping to when you try to operate the starter?

By the way, a charger isn't going to do much toward starting the car. Most of them put out no more than about 6 amps, maybe 5% of the current you need to get it to turn over eagerly. The larger chargers with the boost function are okay but expensive and you need a decent extension cord (12ga) to get your money's worth out of them.
