240 whistling sound in the interior 200

My wifes 92-240 sedan has a whistling noise that appears to be coming from the fresh air system. It occurs wheather the blower is on or not, but can get louder with certain speeds of the blower motor. It also appears to be louder with the windows down part way and if the wind outside gusts to a higher velocity with the windows up or down. Is the blower motor affected by wind and is therefore turning all the time, creating the sound? We have owned several other 240s both sedan and wagons and never heard this type of noise before. This is not the same as the screech the blower motors some times do, from the bearing. Anybody else heard the whistle sound?
