Shimmy During Braking 900 1993

OK, my 940 shimmys during braking, but not all the time. I've been through the FAQ, and this has been discussed countless times. Here's what I've done over the last 9 - 12 months. New rotors and pads, new stay rod bushings (poly) and bushings at back of the stay rod. Rebuilt caliper brackets (Volvo rebuilts) and new slider pin kit for calipers. After all of this, I still get a shimmy or rocking of the steering wheel when braking. I've ruled out warped rotors as it doesn't do it all the time, right? Only I have torqued the lug nuts. I suspect the rebuilt Volvo caliper brackets as I thought there was not much if any less slop than my old ones with 135 kmiles on them. Its not that big of a deal, just annoying. Any comments/thoughts will be appreciated.
