OD not working 700

Yep, I didn't think the OD would be the sole reason for my gas guzzling but figured it could bump it up a couple of mpg's if it wasn't working. The poor fuel economy is getting to me and my only consolation is knowing it is not the norm and I just need to find whats wrong. Everybody on the brick list says they average low 20's and mid to high 20's on the highway. The ECU is a possibility but I'm not getting any codes. The engine seems to run fine, no signs of anything wrong. Smooth, produces nice power, no smoking etc. My only complaint is occasional long cranking times, 4-5 seconds. I've done a complete tune up, replaced all fluids, made sure tire pressures are ok, brakes not binding, etc. I thought I had it figured out when I found out the ETC on my car is a black one and the correct one is blue but surprisingly replacing it didn't do anything. I'm about to replace the O2 sensor but don't really expect for it to do much if anything. After that I'll probably check fuel pressure and replace the FPR. I'm thinking of picking up a used ECU too and see what happens. Could always use a backup. I'm open to any suggestion :-)
