1991 Volvo Power Steering Pump Noisy When Wet 200 1991

Hello all , after it rains my power steering pump makes a swishing noise. As it is running I hear swish , swish , swish , swish , swish, etc.... I observed the belt as I hear this and everthing looks fine . The pully is in line because I changed the bushings to keep the whole pump in line .The belt is also adjusted to the correct tension. I ONLY hear this noise when it is wet (after a rain) . When it dries out there is no noise what so ever. The belt is also pretty new. I would appreciate any information on what this means and possibly how to correct this . Is this common on the 240 series cars? My pump has the resevoir on it . I hope to hear some interesting replies. Thanks rf64.
