Heater problems still here S90-V90

I have checked the vacuum circuts under the dash and found by hooking a vacuum machine to the outside firewall port that conects to the heater valve I have a small vacuum leak coming from the vacuum solinoid assembly. When testing the other points I am holding good vacuum. When I turn the heater motor on though the motor will bearly run,if I am up at speed it will run better but when I hit the brake breifly it will come on full blast. Is it the heater motor or some relay I need to be checking,what does this vacuum soliniod assemby do?
