'TWINKLING' lights...bad Drive Belts? Alternator?? 200 1991

Hope you folks are staying warm getting ready for the beautiful holiday of the year!

Lately, I noticed that the head lights of my ‘91 245 along with dash lights are twinkling when it’s on. And it seems getting worse every day. I know that the drive belts “sqweeks” when it's cold and need to be replaced.

Can you folks tell me if the problem if the twinkling light is caused by the worn belts or may be it is more serious problem like alternator or something else?? Thank you in advance!
