Paint peeling from top of radiator. Overheated? 200 1988

I am still looking hard at an 88 245. The black paint on the top of the radiator looks like it is peeling off (in a pix), Is this an indication that it has had a pretty good overheat?

It may just be the fact that this radiator has a top that is almost like a rectangular tray - and something stayed in the tray and got to the paint. Just thought I might get some opinion.
