license plate lights circuit 200 1983

This is 1983 240 turbo with failed rear plate lights; got pulled over the other day by observant deputy for it. I thought this was a change bulbs only job, but, after pulliing the holder and checking the wiring with a multimeter, it looks like there is no power to the lights. Fuse is OK and left tail lights, which is on same fuse, work OK when in parking mode. I think this is either the wiring from the left tail light assembly or the tail light circuit board. Any advice on this appreciated before I dive in. Not unlikely that I may be missing something. Thanks. --guri r
