Chassis rail question 700

hi all, would anyone know whether the first part of the chassis rail is removable, it looks as though it is because it has a few welds that go around it which inserts into the chassis rail followed by 4 small bolts with a metal block inside attached to the bolts and inserted into the chassis rail. Just wondering because I smashed my 740 awhile ago and it looks as though the first part of the chassis rail is weaker metal than the rest because it has crumbled here and looks as though it can be replaced. Any answers are most appreciated because I really love this car and want to keep it.
