The condensor does have a 10" electric fan upstream and it comes on with the AC system.
The idea of a water mist seems a good idea although complicated.
And I also think moving the condensor away from the radiator would be a good idea. In fact I have also considered relocation.
I also think that moving the condensor forwad and adding an airscoop to force unheated air to the radiator would be good.
A fan shroud might be good if there is enough clearance around all the belts and pulleys.
