V-90 specific error code/Anyone know OBD II S90-V90

My 1999 V-70 is my first Volvo lemon having gone through it's second ETM and it's first ABS module and there is more beyond that $2000 right there. It's a great highway car though. According to the OBD II code reader that I bought at Wal-Mart, my check engine light is coming on constantly thanks to error code P1170. The "P" means power train, the first "1" means Volvo specific, the second "1" means fuel and air metering problem, and the last two digits are unknown. Does anyone know what this code means or where I can find what it means? Thanks for your help.
