Jiggling sound still there after bushing replacement 200 1988

1988 245A: I replaced all 10 tired, worn rear suspension bushings expecting the jiggling sound to disappear in the process. It didn't. It is noticeable on smooth roads at slow parking lot speeds, probably just can't hear it at higher speeds when tire, exhaust and differential noises take over. It is not metallic, does not change with speed, sounds like a muffled sack of golf balls jiggling around. I made certain the tailgate was firmly latched, I removed the spare tire, cover, jack, everything from the storage compartment, removed the cover on the right side for the 'phantom' spare tire without solving it. I installed new shocks in 7/05. All new poly bushings were torqued to spec - 62 ft. lbs except rear trailing arms are 44 ft. lbs. and I gave the upper and lower shock bolts extra torque. I suspect it is the Boge turbo gas shocks but am open to suggestions as to other sources and what to do if it is the shocks [probably remove and exchange for a new set under warranty?].
