Funky lights 200 1993

My '93 240 is showing the "bulb out" light on the dash when I step on the brake. I've checked and all lights looked fine. Then tonight I went to start the car, stepped on the brake before ignition, and the headlights and all came on. They shut off when I took my foot off the brake. Engine was not running and the key was in the off position. I'm thinking a bad ground, but not sure where to start looking. It's dark now and about 10 degrees out!!!
