brake lights out and a slow start.. 700 1991

I have a 91' 740 wagon at 183k..it recently had a major tune up including a new fuel pump and major belts..about a week ago it would have trouble starting and then the all the brake lights went out..i checked the bulbs and fuses, with no luck..i read on one of the forums about a relay that controls the fuel pump,etc..is this it?thanks
