Wiper Erratic on 1979 Volvo 240. Urgent!!! 200 1979

Hi guys. My daughter's wiper is acting strange. Sometimes it goes and won't stop. Other times it will stop in the middle of a storm. Other times, in dry weather it will start wiping on it's own. Is this a relay problem or a wiper switch problem on the steering column? If a relay problem where is that relay?
Trying to get this fixed before the next rain storm.
