700 turbo NO POWER 700

I have a 780 1989 turbo that has no power and is currantly using 10 gallons per 85 miles , recently replaced the exhaust gaskets and the turbo seemed good not to much play in the bearings then we put on a new cat that did not help the car idles fine but when you punch the gas you can hear the turbo wind up but it goes nowhere any help would be great or where to look thanks
