940 Turbo Overdrive Relay 900 1994

I know that this maybe some what repetitive, but I have been driving my 940T without fourth gear for about two weeks now. The overdrive cut out arrow is showing, but as you may have guessed, I can't get it to come out of bypass mode.
I have yet to hear the relay make any sound. So I assume that it has to be the problem.
I have removed it, have taken it apart to see if the solder may be bad, but everything looked good. I even isolated the contacts to open and closed with no results, driving the car each time.
Will changing the relay fix the problem?
I miss fourth gear...
