Idle question 200

Brainstorm with me -

1990 245 w/235kmi

In general, I'm getting poor fuel economy, or at least poorer than I'd like, around 18-20mpg, town or highway, and I've got high, stable idle ~975.

TB recently cleaned, adjusted, new gasket over summer
IAC cleaned in May
Replaced injector seals over summer
933 ECU
Reman AMM
FPR good
Flame trap clean, breather box clean
Fresh oil, 5w20 for our arctic temps up here ;)
Intake gasket replaced over summer

If I hadn't torqued down the intake gasket properly - could would I have a stable idle with air leak or relatively erratic idle? I'm not sure if I should be looking more closely for air leaks or more closely at IAC? Pulled the plug to IAC last night while running - idle dropped greatly but slowly worked back up to about ~800rpm. Thoughts?
