Antenna Stuck Up 900

My antenna on my 1992 volvo 940 recently got stuck and does not retract back into the car anymore. Its not a huge deal, but does anyone have any idea to fix it? Also, when I first start the car and drive it it is very sluggish and makes a noise i nthe engine as if it is straining, but I think it is okay if it warms up. Any ideas?
